Motivated by properties of tensor networks, we conjecture that an arbitrary gravitating region $a$ can be assigned a generalized entanglement wedge $E\supset a$, such quasi-local operators in $E$ have holographic representation the full algebra generated $a$. The universe need not asymptotically flat or AdS, and asymptotic weakly gravitating. On static Cauchy surface $\Sigma$, propose is superset minimizes entropy.
